RFB TITLE: Vending Services Agreement for Blue Rock Springs Park, Wardlaw Dog/Skate Park, Dan Foley Park – ONE BID PER LOCATION
LOCATIONS:
- Blue Rock Springs Park, 650 Columbus Parkway, Vallejo, CA
- Wardlaw Dog/Skate Park, 1805 Ascot Parkway, Vallejo, CA
- Dan Foley Park, 1499 N. Camino Alto, Vallejo, CA
PURPOSE: Concession services for ice cream and other snacks
DEADLINE FOR BID SUBMISSIONS: 12:00 P.M. Pacific Time, Friday, July 24, 2026
AWARD: Bids will not be open to the public. GVRD will notify all bidders of bid success/failure.

BID DEPOSIT: $100.00 Bid fee is nonrefundable only if high bidder rejects award. All other bid deposits will be refundable to vendors.
Late bids, faxed bids, unsealed bids, electronic mail bids, unsigned bids, and/or bids missing $100 deposit will be rejected
RIGHT TO REJECT BIDS: The District reserves the right to reject any or all Bid Proposals, to waive any informality, minor technical defect, or irregularity in Bid Proposals, and to accept or reject any items of a Bid Proposal. The District, at its discretion, may reject as incomplete any bid which is in any way conditional, includes exceptions, alterations or omissions, or included reservations to the terms of the Bid Proposal form, or other contract documents. The District reserves the right to reject any and all bids. District will reject bids from any concessionaire for whom there is documented evidence of repeated attempts to sell concessions on District property without a signed agreement with the District and/or who has violated a previous agreement with the District and, upon notice, has failed to immediately remedy said violation.
AGREEMENT HIGHLIGHTS:
- In order to do business in our parks, you will need to provide the following documents within thirty (30) days of being awarded contract:
1. Copy of your current City of Vallejo Business License
2. Certificate of Liability Insurance with additional insured endorsement
3. Automobile liability insurance
4. A list of all ice cream/snack items being sold - No alcohol, tobacco, toy guns, or anything illegal are allowed for sale - All documents must be provided to GVRD within thirty (30) days of contract being awarded. If documents are not provided within thirty (30) days, contract will be void and contract awarded to the next highest bidder. Initial agreement will be for a 12-month term August 1, 2026 through July 31, 2025 for all parks with the option of two one-year extensions if mutually agreeable. Occasional exceptions will apply to the exclusivity of Vendor’s right to sell, such as during District Events, Special Events, during certain games/practices where teams have agreements to sell concessions while renting the field for the purpose of fundraising, or other times as the District may deem necessary.
- Insurance Requirements:
A. Vendor’s liability insurance providing bodily injury liability limits of not less than One Million Dollars ($1,000,000.00) for each person and One Million Five Hundred Thousand Dollars ($1,500,000.00) for each occurrence, and property damage liability limits of not less than One Million Dollars $1,000,000.00) for each occurrence with an aggregate limit of One Million Dollars ($1,000,000.00) for claims which may arise from the operations of the contractor in the performance of this contract. This insurance must also include coverage for the contractual liability assumed by the Vendor.
B. Automobile liability insurance, covering all vehicles used in the performance of the work required, including hired vehicles and non-owned vehicles, which insurance provides bodily injury liability limits of not less than Five Hundred Thousand Dollars ($500,000.00) for each person and One Million Dollars ($1,000,000.00) for each occurrence, and property damage liability limits of not less than Five Hundred Thousand Dollars ($500,000.00) for each occurrence with an aggregate limit of Five Hundred Thousand Dollars ($500,000.00) for any and all claims. - Fingerprinting for all employees of vendor that will work in parks – Vendor pays for Fingerprint screening process plus $32.00 Department of Justice fee for processing.
- Location of Vending Services – vending services will be performed upon a designated parking lot or parcel of land located at Blue Rock Springs Park, Wardlaw Dog and Skate Park, & Dan Foley Park in the City of Vallejo, parking location to be specified by the Parks & Facilities Director or his designee. Dan Foley Park has an agreement with the local sports teams to have their own Concession services during games. Blue Rock Springs hosts the District's Bands & Brews concert series.
- Music and Loud Speakers – No music nor sound producing devices may be used by concessionaire within or outside designated concession venues which will be determined by the Parks & Facilities Director or his designee.
