Our district is governed by a 5-member board of directors, three of whom are appointed by the Vallejo City Council, the remaining two appointed to serve by the Solano County Board of Supervisors. The Brown Act was a landmark piece of California legislation when it passed in 1953, declaring in its first two lines:
In enacting this chapter, the Legislature finds and declares that the public commissions, boards and councils and the other public agencies in this State exist to aid in the conduct of the people’s business. It is the intent of the law that their actions be taken openly and that their deliberations be conducted openly.
The people of this State do not yield their sovereignty to the agencies which serve them. The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed so that they may retain control over the instruments they have created.
It was written, and has been amended several times, to promote openness and transparency in the entire decision-making process of the boards, councils, commissions, and committees that administer local government agencies by governing members' communication outside of public, agendized, and noticed meetings, and to guarantee the public's right to access those meetings. All regular and committee meetings of GVRD's Board of Directors comply with the Brown Act.

At regular and committee meetings of the board, any member of the public may address the board on any item on the agenda for that meeting when it comes up for consideration. Each agenda also includes an item for public comment. If you wish to speak on a topic not on the agenda but within the purview of the board, or within the narrowed scope of a specific committee, this public comment agenda item is where you'll have your chance. The Brown Act does allow the board to place reasonable limits on the amount of time allotted each individual as well as the total amount of time set aside for comments. In general, an effort is made to hear from each citizen wanting to speak, limits on the total amount of time have so far been rare.
